The terrestrial arms race has morphed into Space Wars as China and the United States race to control the moon, satellite orbits, and Mars.
"[China] is the only country with both the intent to reshape the international order and increasingly the economic, diplomatic, military and technological power to achieve that objective," Lt. Gen.
